Bug#137315: dpkg: update-alternatives: creation of `link' doesn't respect `Replaces:'.

There are heaps of assumptions in Debian which break when you skip a release.
For instance, many people remove Depends/Replaces/Conflicts headers after
a single release (one of the dpkg maintainers said recently that with
the dselect split, the dependency on it will be removed after one release).
There are also upgrade code that get removed after a single release.

If you want to support upgrades across multiple releases, you better start
codifying this through the policy process.  But the status quo is that it
may work, but it's not guaranteed.
