There is no command called `dpkg source'. Perhaps you mean apt-get source?
Under this asssumption, I'm reassigning this bug to apt; I don't think this
is a dpkg bug in any way.
dpkg-source is in dpkg-dev. Apparently apt does not depend or recommend or
suggest on that package (which is needed for apt-get source to unpack the
sources). I agree it should.
