Bug#24475: dpkg: Segmentation fault!

Dpkg was completely confused by /usr/share/locales/de/LC_MESSAGES/libc.mo,
which was contained in an older locales package (namely 2.0.7pre4).

A newer locales package fixed this.
Thanks to James who helped me to debug it on IRC :)
