There is "4.6.8. Special care for specific packages" which only has 
"4.6.8.1. Evolution" at this moment.  The change for munin sounds like
many other packages with NEWS.Debian.gz.

Since it is not wise to break translation etc. at this moment, I think
we should avoid addition specific to this package.

But the text for "4.6.8. Special care for specific packages" can be
improved from:

| In most cases, packages should upgrade smoothly between lenny and
| squeeze. There are a small number of cases where some intervention may
| be required, either before or during the upgrade; these are detailed
| below on a per-package basis.

to something along:

(Making this separate paragraph makes this minimum damage too.)
