First draft of debian/README that hopes to assist one in building
local copies of sendmail (for porting, extensions, whatever).
debian/README (new)
* add contributed hack dnsblaccess (nice !!!)
* update FAQ
* restore hoststat command/man
* correct permissions for mailstats, /etc/init.d/sendmail status, etc
* support queue_group in parse_mc.pm
* support `make -f /etc/mail/Makefile <target>` from anywhere
* /etc/mail/Makefile now prints errors/warnings during *.cf building
* add some defines (security, cleanups)
HASSTRERROR, HASFCHMOD, HASGETUSERSHELL, USESETEUID, HASSETRLIMIT
* The rules file is now somewhat intelligible (however, still *LONG*)
* finally, the {build, install, binary}-{indep, arch} split is clean
* remove more cowboy cruft from .diff.gz
* no longer depend upon `pwd` for package version (get it from changelog)
