According to Paul's call [1], proposed themes should be clean so yes you
probably should avoid to send a Christmas tree ;-)

Also in Paul's call, you'll find that the proposed theme should look the
most Debian. Even if Debian is used to have a light blue theme, I
personally don't think that's what characterized it, but…
By the way you might want to take a look at proposed themes for Wheezy [2]
