Bug#138772: debbugs: Want notification of all updates to bugs I report

After having reported a bug or commented on it, I would like to be
notified of all updates to the bug.  I.e. anything that changes
http://bugs.debian.org/12345 should be sent to the submitter as well.

This is what Bugzilla does, and my personal experience is that *I* like
it a lot.  YMMV of course.
