Actually this seems to come from cloud-init, where we request the
initial user to be added to the netdev group, which does not exist.

The BTS pseudo-package is cloud.debian.org.

This is now fixed in the recent cloud images. We just refreshed our image [1],
it used debian-12-genericcloud-amd64-daily-20230705-1432.qcow2 and that has no
netdev group any more.
