If netcfg is the component responsible for creating that file, yes. I'm not sure though, which is why I suggested to contact the debian-boot@lists.debian.org first. You don't need to file or recreate the bug report btw, we can just re-assign it. Thinking about it, I'll just do this now and let the debian-installer maintainers re-assign as needed.
