Bug#782305: ask for keyboard layout before asking for password

I used debian-7.8.0-amd64-CD-1.iso

I've just try again with debian-7.8.0-amd64-netinst.iso

- boot
- Install
- French
- France
- Français (at this step i suppose debian select azerty) I can't choose 
the variant bépo
- Configure network : system name (right i can type here, it's azerty. 
netinstall is better than other install iso because there is this step 
before, so i can know what i'm typing before password)
- Configure network : domain name
- root Password …

In fact, debian-install ask for layout but not variant layout. azerty is 
the french qwerty.

I'd rather name the bug "ask for keyboard layout **variant** before 
asking for password"
