Bug#241793: bad behavior at critical priority

I did an install at critical priority. choose-mirror took the default
mirror selections without asking me, and then it displayed an error when
it could not connect to the mirror. Hitting enter at this error message
just did the same thing again, with no opportunity given to pick a
different mirror. I had to go back to the main menu and re-run it at a
lower priority.

I think choose-mirror should ask at critical priority when retrying
here.
