Bug#719432: apache2: Please suggest reloading using 'service'

Hi,

When doing the a2{en,dis}{mod,site} scripts, apache suggests:

Run '/etc/init.d/apache2 reload' to activate new configuration!

However, using the init script directly should be discouraged, as the launch
can be affected by peculiarities in the caller's environment.

The 'service' program attempts to cleanup the environment prior launch, when
running under sysvinit. When using systemd and maybe others, calling the
init script redirects to service directly.

tl;dr: please change this message to

"Run 'service apache2 reload' to activate new configuration!"
