Bug#489957: Why not move /etc/apache2/envvars to /etc/default/apache2 ?

/etc/apache2/envvars contains the lines:
export APACHE_RUN_USER=www-data
export APACHE_RUN_GROUP=www-data
export APACHE_PID_FILE=/var/run/apache2.pid
Correct me if I'm wrong but don't these belong to /etc/default/apache2 ?
Excuse me if this is already discussed. I didn't find anything related
in the BTS and Google.
