codepage automatic selection problem

Hi
I have problem with codepage automatic setting through html on Apache server 
www.ib.ns.ac.yu is on debian linux

this is two completly same HTML files
http://www.ib.ns.ac.yu/
and
http://www.primatron.co.yu/bio/

and they are showing first wrong and other good even they are same
I suppose there is some setting on Apache to succesfully send codepage and
speciall letters in htpdocs.conf or some other config file
