Because it is not true, I really never changed that file. So I will look
at the file and never find what change I really made and end up
confused. Also that slow down the upgrade process for no reasons.

Yes, you give to ucf the md5sums of the woody version and ucf will skip
the prompt if that match. See "The default historical md5sum" in ucf
manpage.
