Bug#226466: apache2-doc: Multiviews for manual not working for me

Hi,

I have just upgraded from apache1 to apache2 using the current
testing version.  The manual from apache2-doc is not working.  When
I view http://localhost/manual/ or http://localhost/manual/index.html
I see the content of the index.html file,
which is a list of the translations (type map?).  I presume
that apache2 should have presented the contents of one of the
index.html.* files.  If I view http://localhost/manual/index using
mozilla (1.5, latest version from testing) I see the contents of
index.xml, though not formatted - it is a long string of text.
Using Konqueror (older version) or lynx I do actually see the HTML, but
this links to other documents using URLs ending .html, and following
these I see the type map files.

I have wondered about:
 - Am I missing some module necessary to do the content selection
   correctly?  I have a2enmod'd only cgi and info.  I can't see
   anything obvious.  If there is one, apache2-doc should enable it.

 - Is this something to do with my web clients?  I don't think so,
   because I have tried 3 and also I can view the same documentation
   online at apache.org, and I guess that the online site has the
   same style of content negotiation as the distributed package.

 - Is there something in my apache2 configuration that is breaking the
   content negotiation?  I think this is most likely it, but it is
   a completely fresh configuration (I have just purged and
   re-installed it to be quite certain).  It is not as simple as
   multiviews not working, because I do see index.[ht|x]ml when I
   ask for index.  Is it something to do with the language selection?
   I have just tried with only "en" in the accept-languages
   mozilla preference, all the same.

 - The "apache2 default page" does display correctly.  When I view
   http://localhost/ I see /var/www/apache2-default/index.html.en,
   or .fr if I change my Mozilla language pref to french.

Please help (and forgive me if I am doing something stupid).
