Bug#184792: apache-ssl: httpd.conf's comments re: HeaderName directive are incorrect

The stock httpd.conf contains describes the HeaderName directive thusly:
# The server will first look for name.html and include it if found.
# If name.html doesn't exist, the server will then look for name.txt
# and include it as plaintext if found.
This describes the behavior for Apache 1.3.6 and earlier. This URL:

describes the current behavior.
Basically, the directive requires a real filename; it won't appened
.html or .txt or anything. If you want HEADER.html read, you have to
specify HEADER.html.
