The server named gluck.debian.org which was hosting the people website
is down due to some RAID problems.
See the annoncement on the debian-devel-announce.
They are trying to save what can be can and reformat the array if I
read correctly the annoncement.
I didn't see any mention of a mirror somewhere else.
However the experimentals packages are on alioth. You can recompile from
source on you machine.
