I had some time, so I updated the proposed hipblas packages with autopkgtests and documentation.

The source builds the following binary packages:

  libhipblas0 - portable interface for GPU BLAS - library
  libhipblas-dev - portable interface for GPU BLAS - headers
  libhipblas0-tests - portable interface for GPU BLAS - tests
  libhipblas-doc - portable interface for GPU BLAS - documentation
