RFS: rocm-hipamd 5.2.3-9

I've prepared a new version of rocm-hipamd. I'm not sure how to check if ppc64el is truly fixed, but I've verified all the other bugs are fixed correctly. If somebody could check that a "Hello World" compiles with hipcc on ppc64el, that would be very helpful!

Anyway, this is what happens when I drink coffee at 11 pm. At least it's a holiday...

rocm-hipamd (5.2.3-9) UNRELEASED; urgency=medium

  * Fix find_package when CXX language not enabled (Closes: #1035835)
  * Fix find_package when hipcc is not installed (Closes: #1035834)
  * Fix hipconfig --check (Closes: #1033924)
  * Cleanup search of multiarch for devicelibs.
  * Fix hipcc on ppc64el.
