>From my knowledge, Replaces/Breaks only needs to be used if the 2 packages share the same paths/files. In the case of python3-speechd, it does not share any files/paths with python-speechd, so a conflicts should be all thats required.

I am assuming you were installing/updating all by hand with dpkg.
