That's expected.

As explained in the installation manual:

“
You can get to the main menu by selecting the Go Back button repeatedly to back all the way
out of the currently running component.
”

which translates into answering '<' (see the help message)

As explained in the installation manual:

“
If the installation is successful, the logfiles created during the installation process will be automatically
saved to /var/log/installer/ on your new Debian system.

Choosing Save debug logs from the main menu allows you to save the log files to a floppy disk,
network, hard disk, or other media. This can be useful if you encounter fatal problems during the
installation and wish to study the logs on another system or attach them to an installation report.
”

See the help message while enabling the web server:

“
A simple web server has been started on this computer to server log
files and debug info.
”

The server is running on "this computer", i.e. the computer you are
installing. The server will thus only run during installation. Upon
reboot the server will disappear of course.
