Gnome-Speech is obsolete and was removed in Gnome 3.

You need to use Speech-dispatcher instead. You probably have an old Orca
configuration that still refers to Gnome-Speech. Try re-configuring Orca for
Speech-Dispatcher, e.g., orca -t from a terminal.
