I use the following (rather ad-hoc, but working fine) scripts of mine to
address that issue:

  http://git.upsilon.cc/?p=utils/osmand-install-map.git

They automate the process of downloading on your PC the maps and
installing them on your phone via adb.

(For lurkers who might be wondering: yes, OsmAnd is available on F-Droid
and it is without the aforementioned limitation there. But unfortunately
the F-Droid folks haven't been able to provide builds of the latest
OsmAnd versions, dunno why.)
